Zephranie Buetow is an accomplished veteran of the highest levels of government, navigating complex issues and facilitating the enactment of significant legislation for more than a decade. Members of Congress, Cabinet members, and leaders within the Executive Office of the President have relied on her expertise. With a proven record of delivering results across issues and party lines, Zephranie is a trusted voice in Washington, D.C.

Zephranie is joining KJG from serving as Chief of Staff to Senator Angela Alsobrooks (D-MD). In the Biden-Harris Administration, she was Assistant Secretary for Legislative Affairs at the U.S. Department of Homeland Security (DHS), spearheading all agency interactions with Congress.

Prior to joining DHS, Zephranie was Special Assistant to the President and Senate Legislative Affairs Liaison in the White House Office of Legislative Affairs, managing top-level, bipartisan relationships and helping secure passage of two landmark measures: the CHIPS and Science Act and the Bipartisan Infrastructure Act. She was a member of the Biden-Harris legislative affairs transition team.

Before the Biden-Harris Administration, Zephranie was Legislative Director for Senator Gary Peters (D-MI), overseeing his policy efforts and managing his legislative staff. Previously, Zephranie was Legislative Counsel to Senator Mary Landrieu (D-LA), handling homeland security and judiciary portfolios, including all immigration issues.

Originally from Illinois, Zephranie served in the Illinois National Guard. She is a graduate of the University of Illinois Urbana-Champaign, Illinois State University and Loyola University Chicago School of Law. She lives in Washington, D.C., with her son and their very large dog.
