Norm’s practice focuses on energy and environment and related tax issues and communications and technology .

In the energy and environment sector, Norm advocates for clean energy incentives in environmental and tax legislation for power sector clients. In 2025, Norm worked to ensure continuation or workable phasedowns of key energy tax incentives and permanency for the pass-through entity deduction in the landmark One Big Beautiful Bill Act signed into law by President Trump that July. In 2021 and 2022, Norm focused on inclusion of clean energy programs in the bipartisan Infrastructure and Jobs Act and the energy tax credit incentives in the Inflation Reduction Act, both signed into law by President Biden. In 2017, Norm worked to ensure the protection of clean energy tax incentives and the inclusion of interest deduction, pass-through entity, and other provisions important to energy clients in the Tax Cuts and Jobs Act. In 2016, Norm helped shepherd the New York City Natural Gas Supply Enhancement Act through Congress and to President Obama for signature.

In the communications and technology sector, Norm has successfully lobbied on broadcast, connectivity, spectrum, and cybersecurity policy issues, and he has been active in tax, trade, intellectual property and immigration issues affecting businesses in this field.

A graduate of the University of Virginia, Norm began his Washington, D.C. career as a legislative assistant to Rep. Connie Mack (R-FL). After graduating from William and Mary Law School, Norm was an associate attorney at Dyer, Ellis, Joseph & Mills where he represented health care, maritime transportation, and energy clients. Subsequent work as a principal at Lent, Scrivner & Roth, counsel at Dow Lohnes, and counsel at Arent Fox further burnished his credentials as a government relations dealmaker in key sectors.

Norm grew up in East Rockaway, New York, and Cape Coral, Florida. Norm and his wife Susan live in Arlington, Virginia and Fort Lauderdale, Florida. Their children reside in Chicago and Boston.
