Casey Higgins

Casey Christine Higgins is a seasoned federal lobbyist and attorney with expertise spanning technology, telecommunications, sports and entertainment, civil justice, intellectual property, trade, and tax policies.  As a former counsel and policy aide to then-House Speaker Paul Ryan, she liaised with the Obama and Trump Administrations, House and Senate leadership, and key committee offices on Republican Conference priorities. Since leaving Capitol Hill, Casey lobbied at one of DC’s largest multiclient law and lobbying firms, where she successfully translated clients’ policy goals into bipartisan, bicameral legislative victories.

Casey is a renowned advocate for sports and entertainment clients; during the COVID-19 pandemic, she was a passionate champion of the bipartisan Save Our Stages (SOS) Act, which provided $16 billion in relief funding to independent venues and small businesses that were unable to operate during the shutdown (a record amount for investment in the arts). She was named a “Sports, Gaming, & Entertainment Trailblazer” by National Journal in 2021 for her work on this effort—and was named one of Billboard’s “Top Music Lawyers” in 2020, 2021, and 2025. Also in 2020, she worked with the National Thoroughbred Racing Association to secure passage of the bipartisan Horseracing Integrity and Safety Act, establishing minimum safety standards for the racing industry. Today, among other high-stakes engagements, she quarterbacks the Southeastern Conference’s lobbying efforts on Capitol Hill and with the Trump Administration.

Before her time in Speaker Ryan’s office, Casey was trade counsel for the House Ways and Means Committee during the passage of numerous landmark pieces of related legislation: the Bipartisan Congressional Trade Priorities Act (TPA), the Trade Facilitation and Trade Enforcement Act of 2015, the Trade Preferences Extension Act of 2015, and the Trade Adjustment Assistance Reauthorization Act of 2015. She continues to work closely with the House Ways and Means, Judiciary, and Energy and Commerce Committees, as well as the Senate Committees on the Judiciary, Finance, Commerce, Science, and Transportation.

Since 2019, Casey has been a Fellow at the Bipartisan Policy Center. She also serves on the board of the American Idea Foundation, started by the former Speaker of the House, Paul Ryan. 

Casey graduated with a B.A. from the University of Wisconsin-Madison (2008) and earned a J.D. from Catholic University of America’s Columbus School of Law (2011).

A native of Appleton, Wisconsin, Casey lives in Neenah with her husband, Juston, and their two children.
